It was former US President Dwight Eisenhower who gave us the phrase "Military/Industrial Complex" and provided us with what remains its standard characterization. A little known fact is that Eisenhower intended initially to call the entity the "Military-Industrial-Congressional Complex," deciding against the latter term not because he thought it in accurate but only because it was infelicitous.
